The Clean Water Act now states that operators of any construction site occupying one or more acres of land (and smaller ones related in any way to larger developments or sales) must apply for and receive a National Pollutant Discharge Elimination System (NPDES) construction storm water permit prior to beginning any project.

NPDES permits are granted in the state where the construction will take place, except in Massachusetts, Idaho, Alaska, New Hampshire and New Mexico – and in most Indian territories – where the Environmental Protection Agency (EPA) is the issuing authority. Permit applications and information are available here.

Every NPDES applicant must submit a storm water pollution prevention plan (SWPPP). Within this plan, any and all sources of pollution that could be washed from the applicable construction site into storm water inlets and waterways must be identified. In addition, a detailed description of curb inlet protection methods that will be used to prevent storm water pollution must be included. The Construction Industry Compliance Assistance Center’s website features a Stormwater Resource Locator, which details SWPPP requirements for every state.

The EPA offers a free downloadable handbook explaining how an SWPPP should be developed and applied. The book, entitled Developing Your Stormwater Pollution Prevention Plan: A Guide for Construction Sites, includes a customizable SWPPP template, two sample SWPPPs and a sample inspection form.

Once NPDES permits are granted, construction sites must, of course, remain compliant with the laws at all times. Violations can result in significant fines.

In late August of 2009, a former eco award-winning builder of planned communities and timeshare resorts was fined more than a half million dollars due to charges that it had violated the terms of NPDES permits and failed to provide proper inlet protection in three states. The builder was ordered to pay its $513,740 penalty in four annual installments, plus interest.

Not long after that case was settled, a real estate developer in North Dakota was fined $37,500 after inspections found that concrete sediment and chemicals were being allowed to enter nearby storm drains. This fine, and many others, could be avoided simply by employing proper inlet protection on construction sites.

Inlet protection solutions are not hard to come by. Companies specializing in inlet protection offer advice and products for every situation.

Rolls made of a special, durable fabric can be placed in front of curb inlets without storm grates. Storm water slowly flows through the roll into the inlet, while sediment and debris are trapped within the roll.

Quality rolls are specially designed to conform to the shape of any curb for easy installation, and feature a protective overflow design to handle heavy rains. Other features to look for in a curb inlet roll include ease of inspection and maintenance, and the ability to use an oil absorbent filter with it, should the need arise. 

Curb inlets with storm grates offer more options for inlet protection, including bags and sacks that are anchored below grates to catch sediment and debris flowing through them. These types of filters allow storm water to slowly seep through, while keeping trapped materials safely stowed for proper disposal.

When shopping for inlet protection to be used with storm grates, look for quality designs that conform to curb shapes and consider how easy each product is to install, inspect, maintain and reuse. As with curb rolls, some sacks can be used in conjunction with oil absorbent filters for a necessary layer of protection against oily pollutants.

All professional curb inlet protection products should eliminate or reduce the need to flush or clean inlets, saving the companies that own them valuable time and money. Construction companies also save time and money regarding legal matters by utilizing an inlet protection professional.  A reputable inlet protection company knows the law and only sells products that work reliably and meet regulation requirements.

Today’s most successful organizations employ Project Management as a strategic tool to drive change and achieve business objectives. The time constraint refers to the time required for the project completion and it involves the tasks durations, the interdependencies between tasks and the critical path that needs to be applied in order to complete each task on time without delaying the series of the tasks that follow.

The cost constraint refers to the budget of the project involving the financial resources available to finance the project until the completion date.

The scope constraint refers to the project itself as it involves the project size, objectives and goals and specific requirements.

Phase IV: Project Evaluation

Project evaluation investigates if the objectives and goals of the project are met effectively, timely and within budget. The project objectives define the project target and they involve all necessary steps to achieve the planned benefits. In the phase of project evaluation, Project Management deals with Specific, Measurable, Achievable, Relevant and Time bounded objectives (SMART), which facilitate the evaluation of the project.

Project Management answers questions such as when the project should be undertaken, how much it will cost, what can we do if it slips from the original time frame, what are the bottlenecks involved and how we will mitigate and reduce any lost revenues occurring from delays at any project phase.

To my view, the most important consideration of Project Management is communication. Apart from having a clearly defined scope and a focus on quality, most of the time spent should be in keeping expectations in line with the existing understanding of reality both inside and outside of the project team. It is also about setting the foundation for future advancement and projects, and developing new skills and capabilities in the team.

If you’re a grower, you should drape bird netting directly over your crop (or trees). Install the netting to an overhead structure. This lets you completely enclose your orchard or vineyard. Be sure you drape the netting high enough to prevent birds from poking their heads through and eating your crop.

Finally, if you’re going to cover an area like an airplane hangar or warehouse, you’ll need thousands of square feet of netting and special lifts and power gear to install it. When working at height the most important thing to do before carrying out any work is to perform a risk assessment. This does not necessarily mean excessive paper work but it is a good idea to make a note of a few of the potential risks you may face. When working with heights these can be obvious such as falls and injury but it also good no note how are you are and the likelihood of serious or life threatening injury:

When you have identified the risks its important to analyse the job in hand as the type of task can often reflect in the equipment needed, including the type of ladders to use.

When working inside a building the best ladders to use are step-ladders or combination ladders. These are ideal for most jobs inside and as the can both be folded away and they have a platform for resting tools on which will prevent the need for climbing the ladder whilst carrying equipment.

Extendable or extension ladders are good for working outdoors and are rested against a wall. These ladders are however, the most dangerous type of ladder as they can slip and topple and as they can extend they are also very high. Often when working at the top of walls or on roofs its better to use a roof ladder. These ladders extend down and can also allow you to rest against a roof without fear of falling through.

Secondary research makes use of existing data from whatever sources are available. There are government censuses, Mintel surveys, and many private market research agencies that allow access to their data; some of it for free. It can be hugely advantageous, especially as a place to begin. Secondary research more often than not, proves to be a solid base on which to develop your own primary research. It plays the same role as research in general does to your product launch, and should be seen as just as vital. Also, this is of course far cheaper and generally quicker than creating your own research from scratch.

The negatives

The other side of that coin is that you have neither picked the panel to suit your exact needs, nor the questions. It is feasible that you can find some research somewhere that corresponds to what you are trying to achieve but it will almost certainly require some tweaking, and will not necessarily be the people you wish to interrogate; the use of qualitative research designed by someone else will almost certainly make the target specialised away from your goals. Another main issue with secondary marketing research is that by the time it reaches you it’s often outdated; markets change so quickly in business that the only way to be truly current is through new research. This is not to rubbish the quality of secondary research.

Primary Research

Primary research is, essentially, the creation of your own research, whether a question that you ask to your friends and family or a survey put together alongside and agency and administered to a wide panel. Primary research will instantly let you feel more in control of your project; and that is the exact position you will find yourself in. You choose the questions and select your panel through qualitative research, allowing you detailed responses from individuals. You decide how, when and where your research is administered. You can ensure that your research is focussed: the number of participants and their backgrounds, the number and nature of the questions, the amount of time that your survey is available. This is the most accurate way to research a market sector that is specific to you and your product.

The down side

It is of course, more expensive, whether financially or on your time. If performing primary research alone it will take a lot of time, refining and will need some experience in producing quality questionnaires. It will also take time for your questionnaire to be completed if you don’t have direct access to a ready panel. Most of this can be avoided by using an agency, but at a cost higher than performing your research alone.

So what’s the best option?

Neither type of research will take you to your goal alone; however, a combination of the two will give you all the information you need. Using primary research alone, without first seeing what has or has not worked for other companies and possibly missing out on important data from research that you couldn’t afford to perform yourself, is likely to lead to irrelevant questions or missed opportunities. At the same time, relying solely on secondary research is likely to leave you with answers that are vague or inappropriate to your specific audience. The two compliment each other well, and when used in conjunction will give you a well rounded and accurate portrayal of the needs and opinions of your market sector.

50’s Conception

The 1950’s were the start of project management with the application of Taylor’s scientific management. Project management was based on the marriage of the Henry Gantt time based chart and Fayol’s five principles of management planning organising, commanding, coordinating and controlling. These principles still form the foundation of our modern bodies of knowledge.

60’s Learning to Walk

 The value of project management was demonstrated on major projects. Many of these projects have attained mythical status in project management including the Polaris missile programme, the DuPont Corporation and Remington Rand Corporation development of the critical path (I bet they wish they had patented that!) The decade finished with the formation of the International Project Management Association (IPMA) in 1967, the PMI in 1969, forerunner of the APM, called Internet (another good name) in 1972.

 70’s Slow Growth of Early Adopters.

Project Management saw slow growth in recognition during the 1970’s, along with the birth of IT systems, Apollo space programme project management and the application of project management to the development of cold war defence systems. The membership of the APM reached 1000 by the end of the decade.

80’s Gantt chart for the masses and a decade of unconscious incompetence.

The development of microcomputers in the 1980 saw the explosion of the project management for all, with its ubiquitous symbol – the Gantt chart. Some adventurous people even implemented earned value management. During the 80’s every organisation and government department had its own approach to project management, with the associated not surprising chaos.

90’s Codification and certification

1989 saw the launch of PRINCE (followed by PRINCE2 in 1996) following the PMI PMP certification launched in 1984. The 1990’s became the decade of codification, standardisation and with growing acceptance that a common approach to project management was beneficial.

‘Noughties’ the decade of embedment, globalisation and information overload (and the credit crunch).

For project management the Noughties were decade of globalisation for project management with the connectivity of the internet leading to teams outsourced across the world, increasing recognition for project management certification across the globe be it PRINCE2 or the PMI’s PMP. Towards the end of the decade management in general including project management discovered the Blackberry and  all of a sudden we struggled with information overload. What had been manageable communication channels became frenetic with ongoing 24 hour activity to suit the new global projects.

What will be the project management trends in the teens?

They say the past is no predictor of the future but what will be the up and coming trends for the teens. Will

1)      The fallout from the credit crunch and severely reduced public spending lead to a severe reduction in the demand for project management and a decade of cost cutting and cancelled projects?

2)      Will the increasing pressure for change lead to an increasing demand for truly professional project managers, maybe (or maybe not) linked to chartered status?

3)      Will pressure for consistency continue with consolidation between the different methodologies (PRINCE2, APM, PMP)?

4)      Will new social media tools such as Google Wave help us organise the mass of information generated by projects using meta tags and search tool in the same way Google Search Engine made sense of the web.

Merriam-Webster’s got it right for the most part, but sometimes a generic definition just won’t cut it. What does teamwork really mean to those involved? What does it consist of? Who’s responsible for what tasks? Why is it important for people to come together to accomplish a common goal rather than just asking people to play to their specific individual strengths? These are questions no dictionary can answer because they’re subjective; they depend on elements like the situation, the team goals, and the personalities, strengths, and weaknesses of those involved.

What is the Scrum methodology?

Teamwork and the idea of different parts working together in harmony to make up a whole are attributes valued by all companies. Because of that universally held ideology, Scrum was created. Scrum is a very general, flexible working methodology, with the ability to be molded and sculpted to fit the needs of different teams, projects, and deliverable goals. Scrum is loosely definable, adaptable best at an organization where goals are changing constantly and customers’ needs greatly influence how the organization distributes tasks. In a nutshell, the Scrum methodology adapts to the ever-changing needs of customers and business, and that methodology is yours to do with what you wish.

Scrum breaks projects down into chunks called stories, allowing the development team to tackle each story as an independent project. The team works on these stories in set time increments, called sprints. For example, a team may be given a two-week sprint to work on a specific story, and a one-month sprint to work on the next, more challenging story. One of the larger stories could be something like developing a new module for users to quickly find out which policies tie into which accreditation standard(s). A story with a smaller sprint could be something very simple, like having to correct a typo in a field title.

Every team needs a leader, and Scrum is no exception. With the Scrum methodology, a Product Owner leads the pack, and is responsible for writing stories and setting priorities. The Product Owner creates storyboards with more detailed specs on a project. He or she also sets priorities on what order the team tackles stories in, as well as assigns specific story tasks to each team member.

Just like in sports, a development team thrives under encouragement and support. This is where the Scrum Master comes in. The Scrum Master is the equivalent of a sports-team coach. He or she is part of the team, but also cheers its members on, helping the team deliver sprints on time and encouraging everyone to do their very best. The Scrum Master is also responsible for holding meetings to ensure the best quality work in the most efficient time bracket.

Why Scrum?

The Scrum methodology is used for many reasons. As mentioned previously, Scrum is flexible enough to be implemented within any organization and adaptable enough to fit any customer base, business needs, and the personalities, strengths, and project requirements of any development team. As a result, the Scrum methodology makes a project completely developer-owned, allowing the team to take complete ownership and responsibility for all accomplishments and shortcomings. This alleviates the sense of blending into the background that many employees may sometimes feel when working as a small fish in a big pond; with Scrum, this is impossible, because each developer has a specific task and everyone is working together to accomplish a solid common goal.

The Scrum methodology also helps alleviate stress in the workplace, because it breaks larger projects up into the aforementioned smaller, more manageable stories. It allows the Product Owner to create a project backlog easily, and ensures team members are on the same page. The stories also allow for a large amount of flexibility. For instance, if a customer has a problem with a specific portion of the product, team members can easily begin work on a new story that applies directly to the customer’s issue instead of having to worry about many aspects of the project at once.

One of the best things about the Scrum methodology is that it doesn’t apply only to software development – it is flexible and nimble enough to be used for any kind of task or project. For example, if you have to clean your house for a holiday party, your different rooms could be the project’s stories. As the parental figure, you’d be the product owner, writing and divvying up the different stories. The Scrum master (perhaps the eldest child) would be there helping with the current story (i.e. cleaning the kitchen), while at the same time encouraging his or her younger siblings to complete their sections of the story sprint on time (i.e. by the end of the afternoon).
